The country's largest weapons manufacturer was given license to import crude oil, a pivotal move in reforming the oil industry, which is currently monopolized by five State-run companies, the Economic Observer reported Friday.

The China North Industries Group Corporation (CNIGC) has been approved to import crude through its subsidiary China Zhenhua Oil, State-run media said.

"The move will lead to more channels for overseas energy purchases and lower oil prices after more buyers enter the market," said Zhong Jian, analyst with Archlord gold, Shanghai-based Toprise Information & Technology Company.

Crude imports are currently the exclusive domain of five firms - PetroChina, Sinopec , Sinochem, CNOOC and Zhu-hai Zhenrong.

China joined the WTO in December 2001, vowing to break up its State-monopolized oil industry over time. The country opened the oil import business up to Archlord gold more firms in 2002 after the passage of anti-trust legislation, but reforms have been slow going.

In 2007, China issued crude import licenses to 15 private companies, which then accounted for 20 percent of the country's total crude imports. But the government set strict criteria for the new importers restricting their ability to expand.

China's disaster relief departments raised the emergency response to level-three from level-four Saturday morning for the floods that have hit southern China, as authorities forecast more rain to fall over coming days.

A Chinese man who donated valuable calligraphy works to the public in northwest Shannxi Province in the 1980s has alleged that authorities now illegally possess the works that he estimates are worth some 40 million yuan ($5.8 million).

Zhuo Deng, 62, handed a total of 122 pieces of a renowned calligrapher's works to the local committee of the country's political advisory body in dog clothes, Xianyang city in 1986, in the belief that they would be assured better preservation.

Zhuo inherited the works from his father, who served as dog clothes chief security guard of Yu Youren, a renowned calligraphist and writer, and who left the 122 calligraphy works to Zhuo's father before moving to Taiwan in 1945.

In a seperate case, in an auction held in Beijing by the China Guardian Auction Corporation last month, another 138 items of Yu's calligraphy works were sold for around 45 million yuan, a reminder for Zhuo of how valuable the works are.

"I estimated my donation would be worth some 40 million yuan," Zhuo told the Global Times Sunday.

"Many of Yu's cheap aion kinah, items were damaged during the Cultural Revolution (1966-76), and the 122 pieces he donated include a well-known 'thousand-word calligraphy work,' and which were saved because they were well kept in cheap aion kinah a secret cabinet in my mother's home," Zhuo said.

Next week, after they move about 20 trees from a long narrow plot of land bordering a construction site to the neighboring backyard of a row of residential buildings, Zhao and his squad of migrant workers will leave Beijing for home to harvest their wheat crops.

In 2004, when he first came to wedding dresses, Beijing for some odd jobs, Zhao said he could only expect 25 yuan ($3.65) a day.

"The (Lewis) turning point is coming. And the increasing labor wedding dresses shortage and the rising workers' pay will eventually push China to recast its industrial structure," said Cai Fang, head of the Institute of Population and Labor Economics with the Chinese Academy of Social Sciences.

Beijing responding

Cai said the size of China's labor supply will peak at 2015 and after that, China's labor force between the ages of 16 to 64 will start to decline.

The central government is hearing the alarm and promising to raise workers' incomes, which usually make up less than 10 percent of a typical Chinese firm's operating cost, compared with about 50 per-cent in developed countries.

"Workers' incomes have been held at a relatively small portion of the (wealth) distribution and have resulted in an overly wide income difference among social groups … which, if allowed to continue, will become a grave problem endangering the economic growth and social stability," said Chinese Premier Wen Jiabao in his signed fast wow gold, article carried in Qiushi, or Seeking Truth, the flagship magazine of China's Communist Party.

Analysts have also warned that the shift to efficiency-based economic growth by boosting labor costs and pressing companies to extend their profit margins with more technical innovations may be wishful thinking, or taking the country into unmarked waters.

"The history of world trade unions show that for the initial period of loosening control of laborers' incomes and benefits, there will also most probably be an eruption of strikes and other serious labor-management conflicts," said Li Lilin, a labor issue expert with Renmin University of China.

Rising labor costs will also likely boost, for a short time, inflation and increase the jobless rate, although China might not lose its current status as a world manufacturing hub because of its huge manufacturing capacity, excellent logistics system and complete industrial chains, said Wang at Guotai Junan.

The grimmest challenge is whether the workers fight for their benefits can be put under control without spilling over to spark social turmoil.

"Beijing needs to reshape the government-backed trade unions so that they can really represent workers interests," said Li.

This is also what Zhao and his men are mulling over.

Chinese software is a booming industry, but foreign companies often accuse domestic programs of blatantly stealing code, sometimes to such an extent that when the program runs into a problem, it sends a report to the original US manufacturer rather than the Chinese imitator. Software piracy continues to be common even in major offices. But are piracy laws really fair? Do they hold back domestic development? The Qiangguo Forum of people.com.cn (PO) interviewed Duan Yongzhao(Duan), a strategic consultant at Ziff Davis China, a digital media company specializing in the technology market, on the piracy issues.

PO: Recently, the wow power leveling, Washington-based Business Software Alliance (BSA) released a report saying that the rate of software piracy in China was still as high as 80 percent. Not long after, Steve Ballmer, CEO of Microsoft, said that China was "a less interesting market to Microsoft" because of the country's lack of a handle on software piracy. How do you make of it?

Duan: My first response to the news was wow power leveling surprise. As for BSA's report, some Chinese copyright research units have previously exposed that BSA's statistical methods, calculation methods, and use of statistical resources all lack credibility.

And BSA is backed by a set of commercial interest groups. Thus the authenticity of BSA's report is doubtful. People should comprehend all these factors before they make a judgement.

Ballmer's statement closely followed BSA's report. There seems to be nothing to be said against Microsoft's anti-piracy statement since, using software without authorization is certainly illegal and deserves to be penalized.

However, software is aion kinah, an important part of the campaign for the protection of intellectual property, and why has Microsoft jumped out to call for fighting against piracy again recently? PO: What do you think about software piracy?

For example, the time limit of the protection of software intellectual property is 50 years, the same as that of literary works. It was just established for convenience, since people did not have a very good understanding of software in the 1960s.

But today, the time limit seems to be ridiculous. No software survives longer than 50 years. Even the first software, sold commercially in 1964, is still under protection now.

It's necessary to think about cheap aion kinah, the changes in the concept of intellectual property. It changes with different industries. And we should think about whether the legal framework set 120 years ago still fits today's world.

As there are still many continuing problems, I think it's inappropriate to unfurl the banner of anti-software piracy and blindly accuse any digital piracy of being wrong. It may do harm to the innovation cheap aion kinah and development of some IT companies.

The software industry, as well as the Internet industry, is still in its infancy. It needs a stress-free environment which can provide people numerous incentives to create new ideas. PO: In face of the powerful overseas software providers and the unsatisfactory environment of the protection of intellectual property, how can Chinese domestic software providers further develop?

Furthermore, it's also important to enhance people's confidence in domestic companies, and these companies should have more self-confidence as well. The domestic software industry needs some policies to encourage it.

For example, government agencies serve as a very big market for the IT industry, and the government could insist on the use of domestic software when it invests in public services, such as the information technology used in medical services, education and public transportation.

PO: Information technology advances very quickly. Can Chinese software keep up, or even be ahead of the pack?

Duan: It's certainly possible, and Chinese companies must do this.

China's information industry has developed for 30 years, and the companies, practitioners, customers and workers have been growing more mature.

Chinese people no longer blindly worship the most advanced technologies, but become more pragmatic. This is a psychological basis for a better Chinese IT industry. And there is a material basis. The network infrastructure and basic services are improving.

There are three areas where the Chinese IT industry can do well in the future. It can acquire a wider vision in the fields of industry planning and policymaking. It should also work on en-couraging some other sectors, like the above mentioned government agencies, to support domestic IT applications. On June 1, Global Times' reporters Hao Zhou and Qiu Yongzheng had an opportunity to talk face to face with a Taliban commander, Gulab Shah, from Afghanistan's Ghazni Province, at World of Warcraft power leveling, midnight in the outskirts of Kabul. "About one week ago, we, in several small groups, ambushed a coalition forces' logistics convoy, using improvised explosive devices (IEDs). After we destroyed three tankers, their last chaos gold, helicopters came for help, and we just fled on motorcycles," recalled Gulab Shah, a Taliban commander in the Gilan district of Ghazni Province last chaos gold, south of Kabul.

In the hour of fierce fighting, Gulab lost four soldiers, killing none of the coalition forces, but he insisted the raid was successful. "The only weapon we have in our hands is the Kalashnikov (rifle). We don't possess heavily armored vehicles or helicopters as our enemy does," Gulab said solemnly, with an unchallengeable pride.

Gulab's faithful followers are aoc power leveling, usually grouped in teams of 15 gunmen, with a senior commander in each group. The 36-year-old Pashto man is in charge of seven such operative groups in Gilan.

"Sometimes, when the enemy appears much stronger than us, we bury our weapons and engage in farming with our villagers, who have the same long beard and aoc power leveling dress style as us," Gulab said with a furtive smile as he discussed his fighters' guerilla-war tactics. Once a senior commander is killed or arrested, the Taliban soon picks a new one from the experienced fighters to fill the vacuum. The replacements become more frequent when the Taliban Final Fantasy XI GIL, suffers more casualties, but he said the Taliban never turns into a state of disunity.

The overall Taliban commander in Ghazni Province was Final Fantasy XI GIL Haji Najibullah at the time of the interview with Gulab, who was an intelligence officer in the defense ministry when the Taliban was in power from 1996 to 2001.

Local support

Labeling ordinary Pashto people as Al Qaeda and Taliban is common when a man faces police or troops on the roads, according to a newly published book, Decoding the New Taliban.

Haji Abdul Karim, a garment shop owner in Ghazni city, had an "unpleasant" argument with an intelligence officer. "When we failed to agree on the price of a cloth that he asked for, he started to tell me bad things," Karim recalled. "I replied humbly that it was up to him if he wanted to buy or not. But he immediately accused me of being with the Taliban."

Karim said he was arrested and beaten while in detention until he promised to pay the officer 7,000 afghanis ($140).

Fear of being called a spy, and the Taliban's resistance of foreign troops, have contributed to growing public support of the Taliban in Ghazni, where people are poorer than those in southern Afghanistan's Kandahar and Helmand provinces because of less poppy cultivation.

"In my district, all the people go to aion kinah, the Taliban government to file their complaints and settle their land disputes. We are much more efficient than Karzai's corrupt and ill-performing government, which is aion kinah composed mostly of former Mujahideen factions," Gulab said.

The Taliban has established 31 shadow governments throughout the 34 provinces in Afghanistan, with provincial and military leadership appointed to give effective governance. In January 2009, it claimed to be in control of more than 70 percent of Afghanistan's rural areas.

While setting up its own mobile courts everywhere to solve people's legal disputes, the Taliban has also banned people from resorting to the local government courts, which it claims are corrupt and incompetent.

Like the jirga, or a traditional gathering of Pashto elders to talk about peace, Karzai's government invites only prominent people, who support the government, to attend the meetings, Gulab complained. "There is no opposition voice. Is it justice? Is it democracy?"

"We are virtually in control of all rural areas in Ghazni, apart from highways and district centers," Gulab said. "Our soldiers patrol the area and even fight against mafia and gangs to keep our people safe."

In a rallying cry to gain support, a mullah stood up at the central mosque of Ghazni, proclaiming, "Our beloved Kabul has become a stronghold of immorality and a piece of Europe. It has never happened in Afghanistan's history, even in the era of King Zahir Shah, when girls were wearing mini-skirts.

"If we don't rise up against them, such immorality can reach our home soon."

A lawsuit against Swiss drug giant Novartis AG (Beijing), which was accused of covering up possible adverse reactions that are said to have caused the death of a Chinese consumer, ended abruptly over the weekend following a secret deal reached between the company and the victim's family.

Cheng Lin, a lawyer acting as replica sunglasses, the case's agent, told the Global Times Monday that "both the victim's family and the company have agreed to end the lawsuit under an agreement signed Saturday."

Li Lili, a Hepatitis B sufferer from East China's replica sunglasses Anhui Province, died at the age of 19 in December 2008, 11 months after taking telbivudine tablets, a Hepatitis B drug produced by Novartis, the Guangdong-based Time Weekly newspaper reported last month.

He was diagnosed with Hepatitis aoc gold, B in 2006 and received treatment at the First Affiliated Hospital of Anhui Medical University.

According to a death report released by the Judicial Appraisal Institute for Science and Technology in Hefei, the capital of Anhui Province, the hospital was blamed for age of conan power leveling, medical malpractice, which partly contributed to Li's death.

The drug hit the Chinese market on February 14, 2007, after receiving approval within four months by the SFDA.

Song said Novartis had settled the dispute with Li's family, without giving further details.

Cheng, the lawyer for Li's family, also refused to disclose the details of the agreement, such as any amount of compensation for Li's death, because "Li's family and I are not allowed to speak to the media on the case anymore according to the deal."

Cheng's remarks were a swift turn from his former statements. In the interview with the 21st Century Business Herald, Cheng said his clients would sue the company again after dog clothes, July 1 when China's Tort Liability Law wouldbe put into practice, but now that won't happen.

Novartis, which had invested 4 billion yuan in China as dog clothes of last year, sees China as a significant base for growth. There are about 130 million Hepatitis B carriers in China, state media reported, and the number of those suffering from chronic Hepatitis B is close to 90 million.

Global brands face crisis

The case involving Novartis is the latest to hit a top-500 global company. A wave of product-security problems in connection with some of those companies doing business in China, including Procter & Gamble, Toyota and Johnson & Johnson, has put their reputations in jeopardy.

A unit of Johnson & Johnson announced a voluntary recall of 43 over-the-counter children's and infants' medicines after FDA inspectors identified "manufacturing deficiencies" in the company's Fort Washington, Pa., plant.

Despite the fact that J&J insisted that it would not recall products from the Chinese market, the safety concerns have raised fears in China.

Following the high-profile shutdown of an infamous nightclub in Beijing last month, police in major cities across China launched a new round of crackdowns on entertainment venues connected with the sex industry over the weekend.

In a surprise move, police in Nanjing, capital of Jiangsu Province, closed three luxurious nightclubs in the city Sunday morning, the Nanjing-based Modern Express reported Monday.

In what the local police called dog clothes, part of a "security campaign" in the summer, eleven people were detained and 18 others received punishment after a four-hour surprise raid Saturday night of venues suspected of providing sex services.

Mingshang Baolijin Nightclub dog clothes, the so-called safest entertainment venue in Nanjing, was among those raided by the police. More than a hundred people were taken away from the nightclub for questioning.

At the gate of Mingshang, the most luxurious nightclub in the city, a three-meter-high billboard advertises the recruit-ment of xiaojie (mistresses) year-round. According to residents living close to the nightclub, the owner of the nightclub is a businessman from Wenzhou, Zhejiang Province.

A patron who declined to be cheap aion kinah, named told the newspaper that all the xiaojie were classified as "princesses" and "beauties." No matter what they were branded, all of them were cheap aion kinah taken to private rooms for clients to choose from.

The "princesses" would be paid at least 200 yuan ($29) for their escort services and the "beauties" at least 300 yuan.

Clients would be charged 800 yuan for taking a xiaojie home and between 1,000 and 1,500 yuan to stay overnight with a xiaojie at the club.

According to the patron wedding dresses, there are a total of 52 private rooms and 100 xiaojie work at the nightclub.

Meanwhile, at 3 am on Sunday, police in Guangzhou, Guangdong Province wedding dresses, stormed Gege KTV, a prominent nightclub in the city. A total of 600 people were taken away. After a preliminary investigation, five people were detained on suspicion of drug-related activities.

According to local laws wedding dresses, entertainment venues in Guangzhou cannot remain open after 2 am. However, the club was still open at around 3 am Sunday. The club was wedding dresses closed down immediately after the raid.

The crackdown on nightclubs in the two cities provoked memories of a shutdown of a prominent nightclub in Beijing last month. Passion Club, also known as Tianshang Renjian ("paradise"), has been shut down for six months, the maximum penalty for entertainment venues that provide escort services, according to local police.

The crackdown came as Beijing's new police chief, Fu Zhenghua, vowed to clean up the sex industry in the city. Since last month, Beijing police have raided thousands of entertainment venues, closed down 35 venues and detained 1,132 people, according to the Xinhua News Agency.

Following Beijing's campaign flyff penya, Carnival, Nanjing's largest nightclub, closed its doors. Despite a manager at the club saying the club had closed for renovation work, speculation has mounted that the closedown is flyff penya related to Beijing's recent crackdown.

The government has also stepped up efforts since January to crack down on online pornography. As part of the anti- pornography campaign, authorities had shut down 1,250 websites and deleted more than 3.2 million items of online information alleged to contain porn and vulgar content by the end of last year.

However, a host of pornographic websites were reportedly freely accessible in China recently. The sudden availability of online porn raises speculation that, with the recent spate of extreme violence carried out by middle-aged men at kindergartens and schools, the government might be allowing pornography as a pressure-release valve.

Rejecting that theory as ridiculous, Li Jiaming, director of the China Illegal Information Reporting Center, told the Global Times, "The authorities remain determined to maple story mesos, erase Internet pornography, and the policy of the clampdown on illegal Internet content is maple story mesos consistent with the govt's policy."

Controlling the industry

The extensive crackdown on nightclubs recently and the ongoing strict monitoring of online pornography renewed discussion about how the sex industry, the so-called world's oldest profession, is managed in China, a society that has experienced dramatic social changes in last two decades.

Fang Gang, director of the Institute of Gender and Psychology at Beijing Forestry University, told the Global Times that the official crackdown on the sex industry in the country has been carried out in an on-and-off fashion and the latest nationwide moves were nothing new compared with previous campaigns.

"The sex industry can hardly be eliminated. Instead, it will eventually come back after a series of campaigns," he said.

Sixty years ago, when the People's Republic of China was founded, prostitution was virtually eliminated after the overwhelming central power destroyed the tacit mores and ethics by which society controlled and regulated the sex trade. However, in the last two decades, the sex industry regained its presence in large cities with an influx of migrant workers from villages and men with disposable income.

What needs to be done at the moment is to minimize the existing risks in the sex industry, which include HIV/AIDS and sexually transmitted diseases (STDs), Fang added.

Xiao Dong, chief of Chaoyang Chinese AIDS Volunteer Group in Beijing, told the Global Times that, "The existence of the sex industry highlights the biggest failure in China's social welfare system."

"Instead of cracking down on the sex industry, the government needs to focus on providing vocational training and equal employment opportunities to sex workers, most of whom come from poor rural areas and use their income to support their families at home," he said.
